Speaking next to former President Donald Trump on Friday afternoon, House Speaker Mike Johnson (R-LA) announced House Republicans will introduce a bill requiring voters to prove they are American citizens before they may cast a ballot in a U.S. federal election.
“What we’re going to do is introduce legislation to require that every single person who registers to vote in a federal election must prove that they are a citizen first,” Johnson said while standing next to the presumptive GOP nominee for the White House in 2024. “They have to prove it. that will be a new part of the federal law and a very important one.”

“It seems like common sense,” Johnson said. “I’m sure all of us would agree we only want U.S. citizens to vote in U.S. elections.” As he spoke these words, the House speaker seemed to stifle laughter at the ridiculousness of thinking otherwise.
“Our bill will establish new safeguards. It’ll put us on par with — by the way — with virtually every other democracy around the world that also prohibits noncitizen voting,” Johnson said. “And this is a critical thing for us to do at a very critical time.”

The House speaker explained how wonky the U.S. voter registration law is. Incredibly, it is against the law and always has been for a state to ask someone to prove they are a U.S. citizen before registering them to vote. Residents, whether they hold legal citizenship or are illegal immigrants, can assert they are citizens without proving it.
“You need to understand something really important about federal law. Since 1993 the national voter registration act — we call it the Motor Voter Law — allows people to sign up to vote when they get a driver’s license,” Johnson explained.
“If an individual only asserts or simply states that they are a citizen they don’t have to prove it,” the House speaker said. “They can register that person to vote in a federal election. And you see states are currently prohibited – believe it or not the states are prohibited from asking someone to prove they are a citizen… Well, we think that’s a serious problem.”
